The difference is that it's primarily the US in control and by extension groups like AIPAC because the state of Israel's goals aligns with US interests. The claim wasn't that there was zero impact. The state of Israel is an easy stand-in for "the Jews" in anti-Semitic conspiracy theories. It's important to remember that Israel is only able to stand because of the US (and sometimes its European satellites) funneling money to it

The Americans have never needed an excuse to go do some genocide, and the rest of the are US allies and thus don't need one either
