Beat the shit out of it.
Edit: Alternatively, just smash out a tail light, and impound it for being unroadworthy, and squeeze a few bucks out of the owner to get their car back, as one does.
Second Edit: No citizen would report you.
The car doesn't feel, so I won't help the cops to get it up, when they get home.
