How do you come to the conclusion that only a VPN is blocked when the same VPN provider works fine when pointing the VPN to Saudi Arabia?

Most likely, TS is blocking all connections from Russia.

Youre both saying the same thing!

"A russian VPN is blocked" is what you showed. From that, we can infer that probably all Russian ip's are blocked.

The only evidence we have is that the VPN endpoint was blocked, like one of the people are saying. Anything further than that would be speculation.
