I severely doubt it, all of launches we have seen for the past days seem very deliberate in one way or another. Type, number, timing. Missiles aren't cheap and if random units are shooting them off whenever they want that is a huge problem for the Iranian government. My bet is it is an intentional messy ceasefire, there's plenty of animosity in Iran right now to justify such a thing.
