That guy can't be okay. He looks incredibly not okay in every photo I've seen of him. Like, if he were okay, that would not be what his face looks like 100% of the time, and surely we would have caught him looking normal and cool and okay at least once by now.

Yeah. Generally I'd say this was a silly way to do it obviously (and that's probably still the case here) but it might not be the worst idea if you don't want anything linking back to the original phone like a photo message in your chat history etc. So long as you scrub the exif/photo meta data it doesn't risk a link with the person whose phone screen the original picture is on.
Copyrighted media is often watermarked with imperceptible details that are unique to each viewer and can be traced back to prevent leaks or piracy (think how focus groups get a highly visible transparent uuid plastered over their video). No idea if that technology is in use here or if the information loss from the photo of a photo is enough to remove the watermark, however.

Look at their discourse after the C. Kirk shooting and they found out it was a white guy responsible but that he had a transwoman roommate. Look at how quickly the narrative was spun.
A lot of serial killers have military backgrounds as well. In a way, serial killers are just vets who can't adjust to civilian life where they can't commit war crimes anymore.
There is a theory in the more sane areas of true crime that the spike in serial killers in the 70's and 80's is likely directly related to the increase in Korean and Vietnam veterans returning from service. Another common thing was a noted increase in arsons.
