Prior to the incident, he was flagged down by a woman who was the victim of a domestic violence incident. Mayor Giuliani immediately rendered assistance and contacted 911. He remained on scene until responding officers arrived to ensure her safety.
Following this, while traveling on the highway, Mayor Giuliani's vehicle was struck from behind at high speed. He was transported to a nearby trauma center, where he was diagnosed with a fractured thoracic vertebrae, multiple lacerations and contusions, as well as injuries to his left arm and lower leg.
I don't like to engage in rampant, uninformed speculation. except when doing so would be funny. so here goes.
he got into a car crash. why does the official statement lead with the seemingly-unrelated details that before it happened he was being a good Samaritan and helping out a random person? how is that related at all?
the funniest-but-still-vaguely-plausible speculation I've seen is that Giuliani had a sex worker as a passenger in the car at the time of the crash, and he had to come up with some excuse for that.
if that's true, thoughts and prayers for the sex worker, I hope she makes a complete recovery both from the car crash and from being near Rudy Giuliani.
