I always interpreted this as a criticism of American culture. I never thought of this as a defense strategy -- with no living or real heroes, you can't kill or defile their lives
I think there's a strange kind of exception that proves the rule in the form of Charlie Kirk.
Luigi didn't take out a hero but it had the same cultural impact as taking one out.
You wanna attack america from outside it? Attack targets that the american population will adore you for attacking, it will cause a significant problem for the american leadership.
Robin hood and his band are the medieval equivalent of a maoist guerrilla resistance troupe fighting a protracted people's war.
