Security Guarantees for Ukraine:

  • Robust security guarantees for Ukraine

  • Guarantors: a group of European and willing non-European states

  • Ukraine agrees not to pursue NATO membership

Territorial Arrangements:

  • Crimea: U.S. grants de jure recognition of Russian control
