This advice only works for those who earn enough money to save and invest. After rent, food, other living expenses im lucky enough to save up until the next emergency drains my funds.

I'll not sure but I think it is just that person agreeing with you - pointing at what you said.
Can you move to a place where the earning to spending ratio is more in your favor? Somewhere with cheaper living expenses or higher pay?
