It’s not something I’d seen before, but I found software that already does donation DLC readily available on Steam. Here is an example.
But a constitutional amendment requires a two thirds vote in congress. It’s an even higher bar to clear than the filibuster. There aren’t enough republican seats to do it on their own. It would have to have bipartisan support.
The senate only needs a simple majority to pass a bill. They need 60 for the cloture vote to end a filibuster. 67 votes are needed for conviction in an impeachment trial. A two-thirds vote is also needed in both the House and Senate to override a Presidential veto.
Nintendo of America often used pixel art for their own box art early on in the NES era. It was similar to the in game graphics, but usually more detailed. See Metroid’s original artwork. If there was a requirement for third parties, perhaps it could be met by simply including screenshots on the back.
Uniracers was pretty fun. It was made by the team that went on to create GTA.
