Sébastien Lecornu avait affirmé à l'époque que ces pièces pouvaient seulement être «réexportées» par Israël. Le ministère des Armées a confirmé jeudi que leur licence prévoit effectivement qu'elles soient réexportées en totalité vers la France et d'autres pays partenaires. Pour les tubes de canons de la société Aubert et Duval, il s'agit, selon une source proche du dossier, «d'une licence de réexportation vers des pays européens».

Le gouvernement français se veut rassurant en disant que ces pièces seront montées en Israël puis repartiront en France ou dans un autre pays. Selon la Ligue des Droits de l'Homme, qui s'appuie sur la justice pour savoir ce qu'il se passe, il est en fait très difficile de savoir à qui elles serviront et contre qui.

To summarize these articles: France does sell defense only military equipment, claiming they cannot be used as an offensive means. They do send some military equipment to Israel companies for manufacturing purposes. Resulting products must be then exported back to France or other countries. Failing to do so would violate export license. On the other hand, human rights activists claim there is little to no control over if these exports actually happen, which lead to such situation at Marseille.

I dig a little and there is an option on the GUI to easily stream. On the media menu, there is a stream option (CTRL+S) which allows you to stream a file using the interface you want. It will create a server and it's up to you to make that server available to your friends (port forwarding). They will the open your video from a network interface link.

Though, while I did manage to stream between two instances of VLC on the same machine. It was after many attempts and I did not have any sound.

Not incredible, I will admit, but I'm quite confident it can work well once you understand what parameters to use.
