I kind of interpret the image as he's doing something pointless. Clearly, he can't be holding that for real. And by that logic, meme implies that not littering is useless. Maybe an Atlas/Atlant meme would've worked better.

I'm taking about r/antimeme type. A lot of things are accepted there, but usually, it's just when you use a well established meme template completely differently from what is expected. Could be an anti-joke/literal usage of the meme, but not always.

But I went back to the article and looked for the specific figures, and you were right, they are amplifying 1550-nm wavelength, which is NIR. And average glass is usually opaque to wavelength at around 2500nm, so it shouldn't get blocked. At least not much.
