I'm confused, what's the issue with pouring coffee down a drain? Isn't a drain for liquid waste?
The article says the fine has now been cancelled, but originally someone from the council defended the fine by saying:
We are committed to protecting Richmond's waterways and keeping our borough's streets clean and safe.
Pretty ridiculous. Coffee is an organic substance right? Made from roasted coffee beans. I could maybe understand if someone was pouring industrial chemicals into the sewers but coffee surely shouldn't be a problem.
Also of course big water companies get away with dumping sewage into rivers, but a very small amount of coffee apparently needs to be harshly punished. One rule for big business and another rule for common people.
Most street drains these days are for stormwater only and are not connected to the sewerage system or a proper wastewater treatment plant, thus pouring liquids into them is not much different from just pouring them into nature somewhere.
Then I don't see an issue as I would just pour out coffee in nature too.

I don't get why she felt the need to dump the rest of her coffee just because the bus was arriving.
As someone who use to travel on regional busses -- to avoid an earful of a lecture from the drivers who will refuse to let you on. They have to clean it if it spills, and it apparently happens enough that it's a pain point for them
If it happens that much, maybe they should be better drivers.
