Shocking initial decision to do that. People making decisions from up high don't really understand how niche this game is and how they cannot afford to be this anti-consumer.. leave that to the FIFA/Diablos where the fans are already willing to do that for some reason.

Paradox's modus operandi is to put everything in DLC after DLC package. It's worked sometimes in the past (for the publisher, developers and end users) but when "base-game" releases have been so half-baked due to publisher time pressures in recent years, gamers have gotten tired of having to pay more to get the full game version of the game right around the release date.
Still won't be buying it. I will not support a company and devs that once again tried to pull a Capcom on disk dlc shenanigans.
I'll see how 3 pans out and they don't try scummy tactics again.
Last week argument in the PR team: "do we middle finger to our possible paying customers or not?"
It was an heated discussion.
