These are supposed to be used on children.
One cuff is attached to the parent and the other to a child. Like in movies where a briefcase is handcuffed to a courier, the only difference is that one is a plot device and the other is Walmart making money off child abuse.
Like those leashes some parents use?
That's exactly what they are, kid leashes.
