um. why does it cost $500k/year? it's city-owned land, are they renting it back to themselves or something?
or are they hiring private security, with the idea that it's only a "safe" parking lot if there's a rent-a-cop stationed there? because that works out to ~$1350/day, or $56/hour if they're going to have a 24/7 security guard.
