My buddy is a brilliant structural engineer that could be building incredible infrastructure in a cool country. He is in the midwest so he builds plasma centers instead.

playing devils advocate here, but having tight constraints does make engineering more difficult.

chinese engineers have it easy because china actually wants and funds good trains.
