if I page someone (@user@instance) from my instance to a different one, the user often does not get any notification. what's the standard way of paging another instance's users?

There's some restrictions within Lemmy for paging someone - you can't do in the body of a post, only a comment, and the other person's instance has to have the community that the comment belongs to (and that community has to have some local subscribers)

You mean the two communities have to be federated? Is it enough for me to subscribe to the community, or would a member of that community need to subscribe to one of mine as well?

No, there doesn't need to be 2-way relationship - it's enough that the community exists in both places and there's some subscribers on the receiver's instance. You have a copy of !lemmy_support@lemmy.ml and so you got my Mention, but if I did it on a community your instance had never heard of, then it would reject it.

AFAIK At least one user of the other instance has to be subscribed to the community in order for the community to be "synced" with the other instance (for lack of a better word).
