It's actually a bit more complex than that. Apparently there's a power boost mechanic that kicks in when a turtle is at 50% health for everyone except Raphael.

Above 50% raph is second only to Donatello. Below that, raph actually has the lowest damage per hit even compared to Leonardo or Michelangelo :o
