This is brilliant because it further erodes the sovereignty of the legislative branch, but it's about "the troops"tm so no one is gonna fight it
If Trump succeeds - I can imagine Schumer saying...
"Trump used a highly unorthodox mechanism. Only Congress has the legal authority to release funds. But this is about The Troops - TM mark - so it's great they got paid!"
If the democrats were smart, they would demand that Republicans in congress pass a bill to pay the troops and then accuse them of opposing paying the troops when they fight it
