Considering the statistics on "Israeli" opinions, doubtful. Low chance there are 200 anti-zionists in the entire country who own boats, never mind 200 who would be willing to use the boats for this.
No, I mean deception by non-"Israelis", using the zionist flag to try to get the IOF to let them go about their business. I doubt it, and I'd be even more doubtful it would work. But it's a fun thought.
They set off from within "Israel" (edit: I think). The non-"Israelis" there would be Palestinians, who know that the deception would never work. If they were looking to drastically risk their lives this way, I don't think they would bother pretending to be "Israeli" nationalists. The simplest explanation is the best, this is a fleet of genocidal nationalists attempting to intimidate Palestinians and their allies.
