That's almost always the case, it's just that those promises are usually "put more children in cages" or "start a new war against brown people"

The GOP comes out with a new, horrifying policy to spread hatred and human misery but they bungle it because they're so busy doing graft that they undermine it and steal most of the funds allocated to do it, then the Democrats roll up their sleeves and smugly declare that they'll do [insert absurdly evil extreme right wing plan] right by making sure it gets the funds needed to happen despite the constant graft built into its fabric. Inevitably the Democrats are then confused why the gibbering and baying hogs of the GOP's base don't admire their competent administration of the horror and why their own base whom they own and are entitled to full unconditional support from forever for free are angry and disaffected with them.
