Most developed:

Ubuntu Touch and Sailfish.

Completely independent from Android components:

Postmarket OS and Tizen.

Though my phone has run sailfish for nearly a year now, I'm not sure my next phone will - SFOS is very good in a lot of ways but its not open source, so its progress at getting better is very slow due to the small team that works on it

There is the Volla Quintus which can dual Boot its own Volla OS, but also Ubuntu Touch.

There is the Pine Phone which supports every major Linux mobile OS.

There is the FuriPhone FLX1 which runs on an Android kernel.

There is also the Librem 5 which runs PureOS.

Iโ€™m sure other people know way more than me, especially on the linuxphone sub.
