I'm genuinely curious why so many people have dry lips. I have never in my life needed chapstick. I'll just assume it's some combination of the modern western lifestyle.
Licking your lips dries them out. Chapstick is typically flavored/scented which encourages you to lick your lips, counterintuitively drying them out more.
Chapstick is also an occlusive rather than a moisturizer so it just keeps the moisture in rather than returning moisture to dry lips.
That scares me - petroleum jelly is often packed full of carcinogens, even minor ingestion seems pretty bad.
Maybe there are good brands, but beee careful.

Climate is a huge role. Colder places/winters will cause the air to be much much drier. I normally don't have any issues in my current climate but up north in winter it can get bad... To the point that I get cracks sometimes in them.
I live pretty far north, but maybe it just doesn't get that dry here
