There have been many in the US trying for decades. So far they are losing, but they have been there for a while. Bush II campaigned on contracting our role, but soon after he took office 9/11 happened and that changed the way he worked. (though the attack Iraq faction was always there and it isn't clear if he really was going to contract our world role or if that was just something to get votes before attacking Iraq - we will never know).
My guess is the US's world share declines even though the effort the US does increases just because others start doing more.
