This is because they are pivoting towards being a foundry and tooling up a foundry is probably one of the most expensive things you can possibly do.

Considering they are considering selling their foundry business, I'm not sure that follows.

I'm willing to bet there were significant losses with respect to the factory in Israel as well, though. Plus their chips are falling out of favor due to repeated disasters.
