It doesn't stand for anything. It's just "Neo-Nazism" and the "neo" means "new," and just distinguishes them as post-WW2 nazis. Neo-nazis do not believe in liberalism or socialism.
I'm not convinced these 'tankies' believe in anything at all, it all feels like a fake display so they can spread propaganda under the radar of most people.
