I'm your original scenario, you bought the game, then learned it sucked, then modified/pirated.

They got your money.

If you apply the same pattern to the upcoming game, you'll still have bought it.

Edit So there's no "or else" from the company perspective.

If they require an internet connection for CIV VII, I'll just pirate it and skip the extra work to get a functional game.
