Ya, pretty much that. I put in a bad GPU yesterday and saw about 6 frowny faces.
If you use an Insider build, reserved for the most daring of tech-savvy beta testers, you get a different screen.

I run an nVidia card so it happens pretty frequently unless I remember to unninstall and disable FrameView SDK after any updates.
