Does Radarr have to be running at the exact moment a site adds it? I notice it auto downloads some things but not others.
Your settings include frequency to search. At least with Prowlarr, you can set that on a per tracker basis iirc.

No, there are no push notifications. I think it uses periodically refreshed RSS feeds
