Putin does not want to assimilate Ukrainians; the intention is total extermination and replacement with ethnic Russians, and always has been.

Russians by and by large do not believe Ukrainian culture is a thing, and in fact, have been breaking chunks off from their culture and absorbing it as their own since Moscow was founded by a couple of guys who got lost in the woods.
Russia's goal is absolute cultural annihilation, and their actions have fit the standard definition of genocide since 2022.
