In other words the researchers are clawing at reasons to justify their research. The Chinese military aren't looking into this, following commands 9 out of 10 times isn't reliable enough to even start development.

I don't think that's right, other articles refer to another time the President deployed the National Guard without the respective governor's consent, and it was back in like 1965.

Ultimately, the President is the head of the military, and the National Guard is a part of that.

Here's a Daily Mail article that looks like the OP. Apparently this was from a simulation released by NASA in 2016. So basically they were superseded by actual images from Cressini's subsequent passes in 2017.
