Because they still think they aren't and want to pretend they aren't, they believe the law is on their side and they don't have it in them to lie to a court and/or falsify evidence that they did do it "clean room" and betray the law which they believe is on their side. Even though it actually isn't and probably never unless people get fed up enough to do what's necessary.

No you didn't but the main reason people get the wrong impression that downloading is legal is that it mostly goes unpunished and is very hard to enforce.
Exactly, they don't care if you're a person who needs it, they don't want anyone to use it at all.

Not true, unpunished or hard to enforce doesn't mean it is legal.
AirVPN seems really good, I liked Mullvad but unfortunately they dropped port forwarding which really ruined them as a VPN service for Torrenting.
