There's a reason you separate military and the police. One fights the enemies of the state. The other fights the people. When the military becomes both, then the enemies of the state tend to become the people.

My brother-in-law is Spanish and when he heard about the power outage he immediately started yelling about Russia and World War 3 and ran to the supermarket to stock up on food, water, toilet paper and batteries. He hasn't lived in Spain, or even the EU, for over 2 years. He is now 150% convinced that the power outage was caused by a cyber attack from Morocco but I really didn't feel like asking where he got that idea.
Why would anyone launch a cyber attack without following it up with boots on the ground? If this was a cyber attack, all it did was help Spain/France/Portugal by showing them the faults in their systems. I also don't think anyone would just casually launch a cyber attack against members of a military alliance that commits genocide for fun.
