I'm trying to think of any reason for this. Only thing I can imagine is that the bed has a cover that doesn't fold back (for some reason) and they don't have a strap to just throw it flat on the bed with the tailgate down. But if i was in that situation, I'd just concede that I'm unprepared and try something else. A real head-scratcher, this one is.

If you look closely it does appear to have a cover, and it looks like the kind that doesn’t. But yeah… you’d think he’d come up with something else.

On a related note, I really don’t get those covers that are one solid piece and have to be all the way down because they don’t lock in place at any other angle. Plenty of things I put in a truck bed go a bit beyond the bed. Like lumber.

I'm guessing it's too long to fit on the bed and you'd need to leave the tailgate open but perhaps they didn't have straps to tie it down with or maybe they just live really close and didn't want to bother. Also the fact that they bought a single board indicates that this is probably just some average joe with no knowledge about construction or transporting the materials. Obviously they know they're in a truck so there must be a reason they're not using the bed.

Ah one of those types where they HAVE to buy a Chevy truck...and the dirtiest it ever gets is when it rains.

This reminds me of another thing I see truck owners doing all the time. Using a trailer hitch bike rack. I see this all the time, two bikes on the rack with a completely empty bed.

Eh, some touring bikes can be pretty delicate (and expensive!) And need to be stored a certain way during travel. You don't want to be throwing them in the back of your truck. A trailer hitch bike rack can be installed or taken down in a matter of seconds. But I agree that it looks silly.
