Representatives from Halifax's water utility admitted on Monday that they didn't consider how their proposal to raise rates by 36 per cent over two years would affect low-income residents.

“Yeah, we totally didn’t forget them. We just didn’t want to take them into consideration. So we didn’t consider them. Fuck those poor people.” said the Representative.

"Didn't consider" doesn't have to mean the harm was accidental. It can also be read as they didn't care.
