Doesn't Memphis have a very high black population? Based on how conservatives have been these past couple days, I wouldn't be surprised if that was the reason.

Also I think even the WH wants to avoid the optics of one state's National Guard blocking another. Which is a possibility in a Democrat-run state. This is making me nervous because I'm in adjacent Arkansas with very cooperative Sarah Sanders and the high-crime-rate LIttle Rock... fuck me

Chicago was going to resist officially, legally, and physically on the street. So Trump chickened out and picked a city that would accept a troop presence
Besides being cowards the few magats with brains also realize that they do not actually want all out war.
If they start shoving large parts of the country, then those parts are going to shove back. It's significantly easier to keep going at slower pace that invites less resistance. They're going to work towards disposing smaller circles of groups they dislike until they feel comfortable enough to deal with the rest of us.
