I think you can pull on it to lower the shower holder. E.g. if you have kids and someone before them put the holder too high for them to reach, they can pull on this thing instead.

That's exactly what it it!

I pulled on it harder and the shower head holder came down with it - although I had to fight the brake quite hard.

Quite a clever thing.

Does it drain the tube when you pull it?

It doesn't seem to do anything other than what you see in the video. It's not connected to anything, and it offers very little resistance.

It basically looks like a retractable keychain holder integrated into a shower head rail.
