That's a good question, it makes me similarly think 'What happens to the social contract when a nation & government no longer provide security to it's own citizens?'
That's what happened in Russia, the Tsar responded to the old and well established act of a priest delivering a letter to the Tsar to ask for aid during hardships by ordering his Calvary soldiers to open fire on the priest and crowd. It was literally an act of submission to the Tsar. At that point, people stopped seeing the whole divine right of kings concept as holding water.

For once I believe on that “out of respect for the privacy of the family and loved ones”, because the BS the State Department spokesperson would have said instead would have been extremely infuriating for the mourning family.
It is a trend started that started a decade ago (ironically with Obama!) but the transition is now complete; Americans with a skin color, let alone if naturalized, are not considered "actual American" therefore no longer news worthy. At least, they still give a conditional pass to those darker skins conforming with the ideology of the presidency that happens to be ruling at the time.
This did not start with Obama. It's always been here but ramped up again because Obama got the presidency.
