It means Joint Dictatorship of the Proletariat of Oppressed Nations, referencing Maoist Third Worldism. I can't tell if it's just a meme or of the phrase really came from Maoists so I'm going to choose to believe the second option because it's funnier, and also it-is-known. Anyways UNLIMITED GENOCIDE ON THE AMERIKKKAN EMPIRE
