The FTC is looking at what they can do for the right to repair and they want to hear from the public.

Please sign the petition at repair.org and submit comments directly to the FTC. In both submissions, you can air your thoughts about difficulty to repair iphones including glued-in batteries and pairing and calibration of components, and please, especially mention irreversable software updates and Apple's refusal to sign and allow (re)installation of prior ios versions. The right to repair should include the right to repair software, eg put software back to what is was (or to any compatible version).
