In a way, yes.

The plan was probably to have the plant in Canada then export to the states. Now that’s not a great option.

The article says they plan to post-pone it for two years, lining up with the American mid-terms

That was my thought. This gives plausible deniability that it's not because of the Republicans and is, instead, about EV market fundamentals.
