These are not enforced, but they are encouraged.

Mangohud on the Deck has different layouts built in, the 3rd option iirc is horizontal. There's also a Decky plugin to let you create custom mangohud layouts from inside game mode.
You don't have to set it up. It's built in.

Goverlay is a good GUI for changing the mangohud config
Add
legacy_layout=false
horizontal
to your Mangohud.conf
That's built into the software. It's on the right side menu
