Well, that is probably going to limit the quality of graduates he can get.

Close, it is a way to only hire students from schools that pass a purity test.

It's the same thing when employers hired elitist professional because they went to a prestigious school over someone with more experience

Hmm, Ed Martin is from Missouri and we are well acquainted with him here. Far, far right, Phyllis Schlafly's Eagle Forum, big "Stop the Steal" guy, and all that.
Couple of highlights:

[Tldr: He illegally fired a guy to illegally stop release of state records that showed a bunch of illegal and shady stuff he and others he was working with were doing.]

In short, something good but expensive.
Frankly IRL these things are done properly by employers which would behave even without legal pressure, and when not - it won't become much worse.
But these people, I think, just want to cut costs from the wrong corner.
Just change they name of it so that they would have to be specific about the policies they demand be ended instead of just saying "D.E.I. bad".
