He did that so he could enjoy his hunting trips in peace. There was also a forgettable president or two that seemed like better people than him. He's top 5, but not better than Lincoln or Carter.
Carter was almost a neolib, but he promoted the humanitarian side of liberalism better than almost every other president. He was too weak for the neoliberals and too neoliberal for the social democrats.
