The title means that Musk acted as if he's the president and dictated to Republicans to not pass the legislation that needs to pass. It doesn't mean he literally declared himself president. That would be stupid.

I'll laugh when I wake up and realize my being in America right now was just a bad dream and actually I had moved many years prior to a nice little bungalow on the southern coast of Spain where I have a well-established vineyard and a little garden and coincidentally have become fluent in Spanish. You can say no preference or independent. One purpose of party affiliation is to determine which primaries you get to vote in. So if you are a Democrat you can't vote in a Republican primary. But of course you can switch any time.
