Is it because the bubble is inflating, or because the dollar keeps falling?

It's both, isn't it?

No, it's because they keep firing competent devs, so the number falls while AI adoption actually increases (and results suffer for it).

All executives are fighting tooth and nail to be part of that 1-4 that are increasing.
