Really. So they threw out tons of experience, put themselves in a desperate situation and hired back (hopefully the same people, but likely new) people for (likely) higher salaries?

Pretty much. Filtering for loyalty to Dear Leader over competence or basic integrity for all positions from top to bottom will lead to that sort of thing.
