It was absolutely not underrated.

John Lithgow received an Emmy Award nomination for Outstanding Lead Actor in a Comedy Series for each year the show was broadcast, winning the Emmy in 1996, 1997, and 1999.

Was it underrated? People were crazy about it when it was airing. It was super popular and very well loved.

Popular enough for reruns to be broadcast in England. I loved that show for a while as a kid

Counterpoint: it was nowhere near as good as its ratings warranted, and shows featuring stock characters slinging zingers amid half-assed farce plots are a dime a dozen for most of TV’s history.
