Very sadly I think the answer is essentially yes. They think their wealth is a sign of their inherent superiority over people that will be around after the government collapses. They think that they'll be able to just turn the lights off and turn on the fascist regime that has them at the seat of power because they don't understand or simply don't believe in the complex scaffolding that keeps our current society up.

Ironic that a government overthrow led by a shadow cabal of tech billionaires basically comes down to "they plan on turning it off and on again"
